I think the current evaluation system for employee performance by top managers in major companies is completely confusing. Sometimes they use Bell Curves, and again based systems. Eventually, all of these processes turn into paperwork, with one layer of management passing it off to other completed forms to make sure they are satisfied that their responsibilities have been completed. Along the way, the whole thing turns into a farce when a cartel at different levels of management starts protecting their own egos and using the documents to manipulate things to suit their own egos.
